36TH MEETING OF THE NATIONAL ISSN CENTRES

This year’s, 36th meeting of the directors of national ISSN centres was held from 3rd to 7th October, 2011 in Sarajevo. At the Conference whose chair was Mrs. Françoise Pellé, director of the ISSN International Centre, participated representatives of 43 national ISSN centres in the world (SAD, Canada, Argentina, Great Britain, Finland, France, Croatia, Holland, Germany, Japan and others). 

The representative of the Central National Library “Djurdje Crnojevic”, as the National ISSN Agency for Montenegro, was a librarian, Vesna Vuckovic. The meeting was attended by observers from related world’s agencies, such as ISBN, ISMN, INVENTION, EDINA.
The following topics were discussed at the meeting: the allocation of ISSN to electronic archives and continuous sources used by mobile devices; FRBR (Functional Requirements for Bibliographic Records) and serial publications; CORE RESOURCES and registration of scientific journals available online, and ISSN Manual revision. There was a discussion on current issues of the ISSN International Network, such as rethinking the criteria for allocation of ISSN and presentation of ongoing projects and the ISSN Network strategic plan for 2012.
In the report of National ISSN Agency for Montenegro it was said that 555 records with the code mne have so far been done, and that the increase in requests to the ISSN Center for code and barcode is evident. However, it’s noticeable that a large number of publishers face difficulties in financing, so many titles “shut down” with the first number. Also, a large number of scientific institutions, professional associations and NGOs don’t publish the results of their research work in the form of magazines or e-journals.
The conclusion of all working groups at the conference was that although the situation with a continuous source publishing is becoming increasingly complex due to the increase of digital content, ISSN remains the necessary identifier of serials and other continuing resources. Currently, there are 2600 websites, 556 databases and over a million magazines in different media registered in the base of ISSN.
